    Title: 我國社會工作者雇主之職場暴力預防責任探討;A Research on the Responsibilies of the Social Workers’ Employer for the Prevention from Workplace Violence in Taiwan

    Abstract: 本研究以桃園市、新竹市、新竹縣、苗栗縣及臺中市的社會工作者及其雇主為研究對象,了解我國社會工作者遭遇職場暴力的風險為何?哪些服務特性容易遭遇職場暴力?雇主提供的暴力預防措施為何?社會工作者是否了解?對於措施成效的看法為何?進一步再探討雇主在履行預防責任時,會有什麼困難或需要協助的事項?透過問卷調查及深度訪談等,獲得研究結論如下:一、有八成的社會工作者在工作生涯中曾遭遇職場暴力事件,遭遇心理暴力的風險遠高於肢體暴力,並以口頭侮辱事件最多。保護型、經濟型、綜合型及老人領域發生暴力的經驗最為普遍,而安置型服務遭遇肢體暴力風險高於其他。發生的地點以機構內為最多,原因以溝通不良、服務對象與親友有精神疾病為多。二、社會工作者不知道服務單位有無職場暴力通報機制的比例偏高,對於暴力發生傾向於有一點擔心,認為心理暴力是很常見的事。現行雇主有制定職場暴力特定預防政策的比例偏低,但多已提供相關預防措施,主要為作業場所安全防護、職場安全相關教育訓練及工作適性安排措施,而社會工作者認為作業場所安全防護及工作適性安排是最有降低暴力發生的成效。三、雇主認為暴力是有機可循的,只是危機辨識評估不易,單位應提供配套的督導機制,不斷提供案例討論、情境演練及教育訓練,以加強社會工作者在前端危機辨識評估及事件發生的緊急應變能力。雇主同意作業場所安全防護是基本且重要的預防措施,只是礙於預算無法建置完善。四、本研究建議政府可盡快完成社會工作者人身安全法案,並將禁止對工作者施加暴力行為、警政與公衛等相關機關應提供必要協助、政府需提供各種防護措施之費用補助納入法源;另建議雇主仍需制定暴力預防處理計畫、風險分析管理及定期安排案例討論及情境演練等訓練。
    In this study, the social workers and their employers in Taoyuan City, Hsinchu City, Hsinchu County, Miaoli County and Taichung City were selected as the research object to understand the risk of social workers experiencing violence in the workplace. What kind of service are vulnerable to workplace violence? Do the social workers comprehend what precaution provided by the employer and how do they evaluate the outcome? What’s the difficulty and assistance of the employer when providing responsibility for prevention?The study through the questionnaire survey and interviews access to research conclusions: 1.Eighty percent of social workers have suffered workplace violence in their careers, and the risk of psychological violence is much higher than physical violence, especially verbal abuse.In spite of the most common experience of workplace violence in the protected, economical, integrated and elderly field, the risk of physical violence in placement-type services is higher than that of others. And the above events most occur in the organization due to poor communication, clients and their family with mental illness as much.2.Social workers barely understand the procedures of the reporting system. Even though they have slight concern about the occurrence of violence, that psychological violence is very common. The employers have a low proportion of specific prevention policies for the development of workplace violence, but have provided relevant preventive measures, mainly for job site safety protection, workplace safety-related education and training and workability arrangements, and social workers think that workplace safety protection and Workability arrangements are the most effective way to reduce violence.3.Employers believe that violence is organic to follow, but the crisis identification assessment is not easy, The institutions should provide supporting supervision mechanism, case studying, simulation training and education training to enhance the workers’ crisis identification assessment and the emergency response capability. Employers agree workplace safety protection is the basic and the indispensable prevention, they still cannot carry out the policies due to lack of budget.4.This study suggests that the government can enact the bill of the social workers' personal safety as soon as possible also adopt the budget of the government subsidiaries. Beyond that, workplace violence is forbidden and the assistance must be provided by the Police Agency & Subordinate Branch and the public health agency. Besides, the employers need to make up the periodic plan for violence prevention, risk analysis management, workplace safety related education and training to establish the safe and comfortable working environment.
