    Title: 地方教育領導與國民小學校長專業領導行為之研究;A Study of the Relationship between Local Educational Leadership and Principals’ Professional Leadership

    Abstract: 本研究旨在探討地方教育領導與國民小學校長專業領導行為之現況及其彼此之間的關係。本研究採問卷調查法,以採林慧蓉(2012)授權之「地方教育領導量表」及王雅芳(2012)授權之「校長專業領導行為量表」,合併為本研究之研究工具「地方教育領導與國民小學校長專業領導行為之研究調查問卷」,其中「地方教育領導量表」整體的信度為.965、效度為55.772%;「校長專業領導行為量表」整體的信度為.955、效度為66.795%。本研究以縣(市)政府教育局(處)教育人員及其縣(市)內現有公立國民小學校長、主任及組長為研究對象,總共發出597份問卷,回收470份有效問卷。再以平均數、標準差、t考驗、單因子變異數分析、皮爾遜積差相關、逐步多元迴歸分析等統計方法,進行統計分析,獲得結論如下:一、教育人員對地方教育領導之知覺屬於中高程度,以塑造教育願景層面顯著高於組織再造及管理方案層面,發展組織人力層面顯著高於組織再造層面。二、教育人員對校長專業領導行為之知覺屬於中高程度,以公共關係層面高於教學領導層面。三、不同年齡、服務年資、擔任職務教育人員知覺地方教育領導有顯著差異,以年齡「51歲以上」人員、年資「21年以上」人員、擔任職務為教育局處人員及校長者,對地方教育領導知覺程度較高。四、不同年齡、擔任職務及所在地區教育人員知覺校長專業領導行為有顯著差異,以年齡為「51歲以上」人員、擔任職務為校長及學校類型為偏遠及特偏地區之教育人員,對校長專業領導行為知覺程度較高。五、地方教育領導與校長專業領導行為整體及各層面間均有顯著正相關。六、地方教育領導對校長專業領導行為整體及分層面的影響為正向,以發展組織人力分層面對校長專業領導行為整體之解釋力最高。表示校長專業領導行為的改善可以從提升地方教育領導作為來達成。
    The purpose of the study was to figure out the relationship between local educational leadership and principals’ professional leadership. The questionnaire survey method was conducted in this study. There were 597 participants in this study, including educational bureau and school staff of the cities and counties in Taiwan. The valid surveys were 470, and the valid rates were 78.7%. Descriptive statistics, t-test, ANOVA, Person product-moment correlation, and Stepwise Multiple Regression Analysis were utilized to proceed the statistical analysis. The conclusions of this study are as followed.1.Respondents’ perception of local educational leadership and principals’ professional leadership was above average.2.There are significant differences in the perceptions of local educational leadership between different ages, service durations and administrative duties of educators.3.There are significant differences in the perceptions of principals’ professional leadership between different ages, administrative duties, and locations of educators.4.There are the positive correlations between local educational leadership and principals’ professional leadership.5.The local educational leadership could positively affect principals’ professional leadership.6.The element of local educational leadership in developing people can promote principals’ professional leadership. Furthermore, the study provides several recommendations to the educational authorities, elementary school principals and future studies.
